Benjamin Watkins Leigh (1781-1849), a native of Chesterfield County, Virginia, was educated at William and Mary College, and practiced law in Petersburg and Richmond, Virginia. He was a member of the House of Delegates, supervised the revision of the Virginia Code in 1819, was a member of the 1829-30, Constitutional convention, and U.S. Senator. In 1816, the Bank of the United States was rechartered, the first charter having expired in 1811, in an attempt to stabilize the national currency. Within the first three years, the bank was nearly ruined due to mismanagement. Langdon Cheves was elected president of its board of directors in 1819 and restored the bank's credit.
